Loica Care provides planned urinary catheter changes for NDIS participants who require ongoing disability-related nursing support.

Urinary Catheter Management

Loica Care provides planned urinary catheter changes for NDIS participants who require ongoing disability-related nursing support.

Depending on the participant’s clinical needs, Loica Care may provide:

  • Routine changes of an indwelling urethral catheter,  commonly called an IDC
  • Routine changes of an established suprapubic catheter, commonly called an SPC

Catheter changes may be completed in the participant’s home, supported accommodation or another suitable community setting.

Every referral is clinically reviewed before an appointment is confirmed. The service is subject to the participant’s needs, catheter-management plan, location, equipment requirements, nurse availability and clinical safety.


Who may benefit from this service?

The service may be appropriate for an NDIS participant who:

  • Has a long-term urinary catheter related to their disability
  • Requires planned catheter changes
  • Cannot manage their catheter independently
  • Requires a Registered Nurse to complete the procedure
  • Has an established catheter-management plan
  • Requires ongoing catheter monitoring and documentation
  • Needs catheter-care education
  • Requires coordination between their nurse, support workers, family and treating healthcare team

Loica Care provides scheduled catheter changes. We do not replace emergency, hospital, GP or urology services.

What does the catheter-change service include?

Depending on the participant’s individual needs, the Registered Nurse may provide:

  • A clinical review before commencing the procedure
  • A planned urethral catheter change
  • A planned change of an established suprapubic catheter
  • Assessment of the catheter site and surrounding skin
  • Review of urine drainage, leakage, blockage or discomfort
  • Connection of the prescribed drainage bag or catheter valve
  • Application of an appropriate catheter-securement device
  • Education about routine catheter care
  • Review of the participant’s catheter-management plan
  • Documentation of the catheter type, size, balloon volume and products used
  • Communication with the participant’s treating healthcare team, with consent
  • Planning for the next catheter change
  • Escalation when medical or specialist review is required

The timing of catheter changes is individualised. It should consider the catheter type, manufacturer’s instructions, catheter function, history of blockage or encrustation, participant comfort and the treating clinician’s instructions.   

Can catheter changes be funded by the NDIS?

The NDIS may fund a Registered Nurse to change a urinary catheter when the service:

  • Relates to the participant’s disability
  • Helps manage the effect of the disability on everyday life
  • Is an approved disability-related health support
  • Meets the applicable NDIS funding requirements
  • Is appropriately included within the participant’s plan
  • Is more appropriately funded by the NDIS than by the health system

Current NDIS guidance specifically uses a Registered Nurse changing a urinary catheter as an example of a disability-related health support that may be funded. Read the current NDIS disability-related health support guidance.Having an NDIS plan does not automatically mean that every catheter-related service can be claimed. The participant or plan manager should confirm that appropriate funding is available before services commence.

Our 72-hour service target

For routine, non-emergency referrals, Loica Care aims to:

  • Review the referral within 72 hours of initial contact
  • Identify any missing clinical information
  • Confirm whether the referral can be safely accepted
  • Arrange the visit according to the documented catheter-change date and clinical needs

This target depends on:

  • Participant location and availability
  • Nurse availability
  • Receipt of the required clinical information
  • Confirmation of the catheter type, size and balloon volume
  • Availability of the required equipment
  • Consent and funding arrangements
  • The complexity and clinical risk of the procedure

Please refer the participant before the catheter is due to be changed. The 72-hour service target does not replace emergency, hospital or specialist urology services.
